Taking a 3 year view:

Arizona - Sell - Rich Rod isn't long for Tucson
Arizona State - Sell - Graham has recruited well and has the facilities and money yet something isn't working
Cal - Buy - Foundation has been rebuilt, trend lines are good with wins, recruiting and academics
Colorado - Buy - Only because the price is so damn low today. I think Macintyre does enough to get renewed
Oregon - Sell - Defensive recruiting not great, no QB development and Helfrich over his head
Oregon State - Hold - I like Andersen yet too many limits and too far to go against stronger programs
Stanford - Hold - They are on cruise control. Unless Shaw leaves, I think they are 9-12 wins a year
UCLA - Hold - Mora's an ace recruiter and will do enough to be good but not IMO to be great
USC - Sell - Disaster AD and Head Coach, only PC has done anything here since John Robinson
Utah - Buy - Willingham can really coach and recruiting slowly improving
Washington - Buy - Petersen has great staff and has better talent than folks think, he's a fit over stars guy
WSU - Buy - Leach is going to get them to be a consistent 6-9 win team and recruiting will improve

Predicting Pac 12 Program Strength in 2018

Stanford
UW
UCLA
Cal
Utah
USC
Oregon
WSU

Drop off then:
