The general idea is to take a look at the last few classes of Justin Wilcox and the recruiting rankings to see if there’s one way or the other one site tends to lean. I’m using the 2018-21 classes to take a look at these, between the Rivals rankings and the 247 rankings (not the composite). Since there’s not really a direct comparison, I went with rank by position and state ranking.

This is where I ran into a bit of an issue, which is that Rivals ranks position and state up to a certain number, for example in CA it's the top 100, in Texas it's the top 150, in smaller states it's usually top 10 or 20 (AZ stops at 20, WA and OR are top 10). When guys fell outside the top however many on both sites, but had the same star ranking, I called it a push with a couple exceptions. Also if a guy was ranked higher in position but lower in state, I called that a push as well.

Here's how it came out with who had higher rankings for Cal commits:

2018 (leaving out Deon White and Chris Fatilua): Rivals 10, 247 7, Three pushes (JH Tevis, Jasper Friis, Slater Zellers)
Biggest discrepancies (one side ranking higher):
Rivals, Chigozie Anusiem (four star, 38th CB/45th in CA vs. 71st S/90th in CA)
247, McCallan Castles (Four-star, 14th TE/54th in CA vs. 30th TE/65th in CA)
Most agreed on: RB Johnny Adams, (both 6th in Indiana, 16th and 13th at RB respectively)

2019: 247 10, Rivals 7, Four Pushes (Antzolatous, Smith, Puskas, Driscoll)
Biggest discrepancies:
Rivals: Myles Jernigan (53rd OLB/104th in TX vs. 93rd OLB/167th in TX)
247: Orin Patu (17th OLB/2nd in WA and 230th Nationally vs. 5th in WA)
Most Agreed on: Brett Johnson, both 6th in AZ (26th DT on Rivals, 19th DT on 247)

2020: Rivals 12, 247 10, Four pushes (Sheahan, Young, Aguilar and Gamble)
Biggest discrepancies:
Rivals: Everett Johnson (58th OT/50th in CA vs. 151st OT/199th in CA)
247: Ricky Correia (55th DT/59th in CA vs. not ranked in either on Rivals)
Most agreed on: DJ Rogers (10th vs. 11th TE, 6th vs. 7th in WA)

2021: 247 6, Rivals 1 (so far)
This is where the bigger discrepancies have really been, with three of Cal's commits being in 247s top 200 while none of them made the Rivals 250, with Jermaine Terry getting dropped for some reason (I don't agree with it). Only Kai Millner is rated higher on Rivals than on 247, and I'm willing to bet that changes soon.

That said, seven is a small sample size so far and it'll probably even out as the class moves on and if there can be some new evaluations made soon
