Just talked to the 3-star 6'1/228 WR from Colquitt County in Moultrie, Georgia. Turns out he has Cal in his top 3 along with Arkansas and UCF. He holds 15 offers total. UCF is the only one of the three he's visited, but he intends to visit both Cal and Arky in the coming months and then wants to then make a commitment by the end of the summer. That Cal visit should happen within the next month.
