Especially at a place like Cal, does it make sense to ever redshirt a player? For the better, our players are actually graduating in 4 years (sometimes in 4 plus a summer), for the worse, our guys are transferring as 5th yr grad students.
If I was in their (the player's) shoes, I would do the same. Grad school at Cal (tough to get in and is really intended for people who plan to get a high caliber graduate degree) is a different experience than the grad programs at other academic institutions. Alternatively, the player is taking some bogus classes and a light schedule just to remain an eligible student for a semester. It makes more sense to get the Cal degree and some progress towards a graduate degree (or a 1 yr program) at another institution.
Looking back at the class that brought in Hardy et al, only 1 (Steve Moore) redshirted player remains, I think. I'm not counting Drew for other reasons.
Looking back at the 80s and 90s, we'd routinely have 10-15 rs Srs on the team.
