SCOUTING REPORT: Tevin Paul

Nam scouts Texas DL Tevin Paul, commit number 17 in Cal's 2016 class. Paul has some nice tools, but looks to be another "investment" type take where the onus will be on the staff to develop him in the coming years, since he's nowhere near his physical or technical ceiling yet. That's not necessarily a bad thing either.
