NCAA's new cost of attendance rule

Apparently a major part of the calculation is travel to your home town, therefore schools with a large local base give out a smaller supplement. You can see we have a large range. I suppose that's because we currently have some kids from the south. I assumed cal would benefit from this, but it looks like exactly the opposite:
