Just how difficult is it to have an APR over 980?

For the second part of Dykes' rollover clause we have to get an APR greater than 980. Until supposedly this year, we've never accomplished this.

I guess my question is, does anyone have any idea how APR is measured? For as much as we talk about it, I still dont know how or what it necessarily measures. Two, how difficult is it to actually achieve a score of 980? We've never done it before it seems.
