In the nfl, blatant cheap shots will get players fined, even if the refs fail to call a personal foul. Does the ncaa and/or pac 12 have any kind of similar penalty system? Obviously they're not going to fine a player, but I'd think the Conference would want to have some kind of system in place to address blatant player misconduct missed by officials. The UW db acted like he was part of the WWF and landed his elbow to the back of #4's head. That shouldn't go unpunished imo.
